Project Plans

In accordance with the EPA Brownfield grant cooperative agreement, the City of Hinesville developed several plans to ensure successful Brownfield cleanup activities: Quality Assurance Project Plan (QAPP), Sampling Analysis and Monitoring Plan (SAMP), and the Analysis of Brownfields Cleanup Alternatives (ABCA).

The QAPP, in accordance with EPA requirements, describes in comprehensive detail the necessary quality assurance, quality control, and other technical activities that must be implemented to ensure that work is performed satisfactorily. The plan will govern the procedures used during cleanup activities (i.e., monitoring well installations, sample collection and analysis, data quality objectives and validation protocols, and a data management plan). The QAPP will also describe the project organization, the responsibilities and required qualifications of project personnel, the proposed project schedule, and the process for quality control and inspection.

The SAMP contains procedures for collecting environmental samples and properly analyzing the samples for petroleum constituents. Site-specific sampling procedures were developed and presented in the SAMP for the cleanup activities. The SAMP was prepared in accordance with the EPA Region IV Environmental Investigations Standard Operating Procedures and Quality Assurance Manual.

EPA Brownfield grant cooperative agreements require an ABCA which itemizes reasonable alternatives for site cleanup. The ABCA outlines five alternatives evaluated during the cleanup and planning process for the project site.
